24-08-16 Immediate procedures set for filling teacher vacancies at schools
The education ministry’s general secretary has issued an encyclical setting guidelines for regional Directorates of Education for the posting of teachers before the hiring of substitute teachers in early September.
- The Regional Councils of Secondary School Education (PYSDE) and Regional Councils of Primary School Education (PYSPE) must convent at latest by Tuesday, August 30, at 2:00pm, to post teachers at local schools to cover operational vacancies.
Extraordinarily, if the councils are unable to convene, the postings will be made by the directors of the regional councils (primary and secondary schools).
- On Wednesday, August 31, by 2:00pm, local Directorates of Education must send to the Regional Educational Directorates the list of vacancies and surplus teaching staff, after the aforementioned posting process is completed.
- On Thursday, 1 September, joints sessions of the primary school and secondary school regional councils must convene to decide how to complete the hourly teaching schedule roster in all common (for both primary and secondary school) areas of specialisation.
These joint council sessions are strictly under the oversight of the supervisors of Regional Educational Directorates, which appoint the Presidents of the joint sessions.
The president sets the appointed day, time, and location of the meeting and summons the members and substitute members. In advance, an Act of the regional educational director will have appointed the president and secretary of the joint session.
The law gives Regional Educational Directors broad discretionary powers in the appointment of the above officials. But it is well that the presidents of the joint sessions be appointed in advance.
The invitation for the 1 September joint council sessions must have been delivered at least 48 hours in advance of the meeting.
Following the completion of the joint sessions, and if there is surplus teaching staff, on Friday, 2 September, the procedure for temporary transfers of those teachers to other posts must be completed.
Finally, the directors of both primary and secondary school education must update the ministry’s “myschool” database regarding any changes due to the above administrative acts.
